I can too grow tulips! They need chilling for 12 weeks, planting in well drained sandy loam, protection from voles. 'Tulip fire' virus is a problem and if the deer hear there are tulips over here, they'll be eaten. This year, only half of what I planted came up and bloomed. Next year, I'll be planting each tulip bulb surrounded by a ring of jonquilla daffodils to protect the tulips from critters who do not find daffodils as tasty as tulips.
