Before Applying for Veteran's Assistance Educational Benefits:

 

The Department of Veterans Affairs (DVA) requires each applicant for VA Educational Benefits be formally accepted to an approved curriculum (Program of Study) before initial certification of attendance can be sent to the DVA. Normally, formal acceptance is achieved by completion of the following:

 

  1. FCTC admissions application for the program you are attempting to attend (this should be completed and submitted before any other steps are taken).
  2. A completed 1990 must be on file with the Financial Aid Office.
  3. Submission of official high school transcripts, official copies of GED scores or Adult High School diploma (if required).
  4. Submission of official transcripts from all other colleges attended.
  5. Any other documentation required by the your class/program. 

Active or retired members of our military can access the necessary forms online. 

 

Or, you can complete paper forms in our office. You will need to provide us with a copy of your DD-214 (Member 4).

 

·    First time using your benefits - Go to: http://vabenefits.vba.va.gov/vonapp/main.asp  

    Complete your 22-1990.  Bring us a copy of the completed 22-1990 & your DD214.

 

·    Changing programs - Go to: http://vabenefits.vba.va.gov/vonapp/main.asp    

     Do a 22-1995 form. We also need a completed 22-1990 in our files.

 

·    Active duty - Go to: http://education.military.com/money-for-school/active-duty/active-duty-education-benefits-users-guide 

 

·    Dependents/Survivors - (Chapter 35) need to complete a 22-5490 and/or 22-5495 if you are changing programs.

Alert - Closure of the Education Call Center

 

Background:  To increase efficiency and add productivity to the processing of claims for education benefits, the Veterans Benefits Administration (VBA) trained phone technicians to assist with processing these claims.  As a result, the Education Call Center (ECC) will decrease the number of days it will answer telephones and redirect those resources toward the processing of Veteran’s education claims.  Phone technicians will be available to answer calls the first three days of the week.  On Thursdays, Fridays, and Saturdays, technicians will process claims for benefits.  On the days the ECC is closed, Veterans may submit inquiries through Right Now Web at http://www.gibill.va.gov/contact/contact.htm or call the ECC on Monday, Tuesday, or Wednesday of each week.  This shift allows VA to focus on paying education benefits more quickly, thereby providing better customer service to Veterans. 



Veterans are given instructions on which form to complete online (whether or not they used their benefits, etc.), and asked to submit a copy of their DD-214 form. Interviews are conducted to determine if any credit will be given for prior education in the same Program.   

ENROLLMENT

When an eligible veteran enrolls into a VA approved program, an Enrollment Certification form and other pertinent documents are submitted to the appropriate VA regional office within with appropriate time period according to VA regulations.
Standard of Attendance

VA students are required to attend all classes.  Excused absences will be granted only for extenuating circumstances that must be substantiated by written documentation by the agency (doctor’s office, hospital, court,etc.) and must submit the written documentation to the instructor at the next class meeting.  Educational benefits of VA students who accumulate four (4) days of unexcused absences in any calendar month will be terminated from VA benefits.  A student whose VA educational benefits have been terminated for unsatisfactory attendance may petition the school to be re-certified after 20 school days have elapsed.  Veterans may continue classes without receiving VA benefits providing all fees are paid.

STANDARD OF PROGRESS

VA students must maintain a 2.0 or better Grade Point Average in order to maintain benefits.

Each VA student is expected to complete the program within the number of training hours (clock hours) approved by the Bureau of State Approving Agency for Veterans Training, Florida Department of Veterans’ Affairs.  The student must meet any skill or technical requirements of his or her particular program.

A VA student who has not attained and maintained satisfactory progress (2.0 GPA or better) at the end of any grading period (semester), the student’s VA educational benefits will be terminated for unsatisfactory progress.

A VA student who educational benefits have been terminated for unsatisfactory progress may petition the school to be re-certified after 90 school days have elapsed.

PREVIOUS TRAINING AND/OR EXPERIENCE CREDIT

A VA student who previously attended another post secondary institution must request that school to forward an official transcript to FCTC.  If the transcript has not been received prior to the end of the student’s initial term, the school will not re-certify the student for VA educational benefits.

fCTC will evaluate the VA student’ previous training and/or experience.  Should credit(s) be accepted and/or granted, the VA student’s tuition will be reduced proportionally.  The VA and the student will receive a written notice of credit(s) allowed.
