Project Organizational and Administrative Structure
Based on extensive discussions between Karma Penjor, Director of Monk Affairs, Mary Ann Tsao and Frederick Tsao on May 18, 2008, a possible administrative structure is as follows:
- Project owner = Monk Body under the Jhe Kenpo
- Project holder in Bhutan on behalf of the Monk Body = the Department of Monk Affairs
- Project holder in Singapore on behalf of the SSS workgroup = Tsao Foundation
- Project manager in Bhutan = to be appointed; maybe the local architect’s office supervising the construction
- Group project manager in Singapore (who will monitor the project and act as the primary liaison person with project manager in Bhutan and the work group) = to be appointed (?Sen)
- Payments = to be made as follows:
- Payout based on pre-defined payment schedule
- Request for payment by Bhutan project manager
- Payment request reviewed and approved by designated team in Singapore
- Funds go into account in Jhe Kenpo’s office
- Payments to vendors made accordingly
- Periodic review (accounts, site inspection, etc.) by designated members of Singapore work group as per pre-determined schedule and as required from time to time
Roles and responsibilities
Government of Bhutan will be responsible for:
- Building of necessary infrastructure for the construction project, including-
- Water and sanitation
- Electricity
- Road improvement at least sufficient to allow access to construction site of building equipment and vehicular transportation of heavy building supplies
- Supervision of project implementation for cost and quality control (???)
- Singapore workgroup will be responsible for:
- Financing of the project up to maximum of USD1 million
- Designing of the overall spatial development of the facility and liaison with the local architect to complete detail design to meet local code and other requirements
- Appointment and supervision of local project manager for project implementation, cost and quality control (???)
- Possible financing of care giving, health and community geriatrics training programs for facility care staff as well as community health care workers
