I began with the following research questions: What is the relationship between national educational policy concerning IT education and the growth of an information technology supported economy within the same country? Concerning this relationship, what effects do these policies have on the elements that support the education system: the development of IT educational standards, the amount of funding channeled to IT educational institutions, the development of curricula for institutions that teach IT professionals, the establishment of new institutional forms of IT education, and the career path of the national IT professional?

Now, The Bolivarian Republic of Venezuela is pushing Open Software as standard for all governmental offices (the actual decree was passed in 2004). Therefore, my research interest evolved.

My research hopes to find how the use of open source as a  governmental mandate in public offices stimulates the creation of human resources, new technologies, and ultimately the development of a country?
