women's rights pioneer in Papua New Guinea An example of the work my mother has done for women in Papua New Guinea. This article was published by The Post-Courier newspaper, January 7th 1976, a year after she was appointed by the government to co-ordinate international womens year activities throughout the country. *************************** A women's affairs office should be set up in the Prime Ministers department, the coordinator of international women's year activities Mrs Dellma Boden has said. Without Creating new positions,she said, the office could be staffed from government departments already involved in women's development. These would include the Department of Agriculture,Education,Social Development,Health, Office of Information and other statutory bodies,she said. Provincial offices would have social development workers attached to clubs and associations Mrs Boden suggested. She said it was not necessary to attach sub-branches in all sub-provinces,as staff could be male or female with the ability to communicate and cooperate with people at all levels,especially women in rural areas. These staff,she said,could also be attached to the Department of Social Development but strictly promoting women's affairs. Mrs Boden said that an office in the Prime Ministers Department would be a major breakthrough early in Papua New Guinea's development. She said such an office would encourage women to be self-reliant and start something constructive for themselves and the community. Both young and old women needed encouragement to be self confident and to be aware of the role they were playing in the development of the country she said. Mrs Boden said it was disappointing that the government did not have enough staff to train and guide urban and rural women to organise and carry out their plans effectively. Mrs Boden said Rabaul,Kavieng,Samarai,Lae,Mount Hagen and Goroka were centres where women were organised and active while the rest needed encouragement and guidance from educated women. When the proposed National Federation of Women was firmly established and became autonomous,she said the Office of Womens Affairs would remain within the Prime Ministers Department as a permanent branch. Mrs Boden said that established groups would join with other independent organisations such as the YWCA and CWA to form the National Federation of Women. Meanwhile there was no link between the ministerial services of the Prime Minister's Department, Social Development and the Office of Information. Women promoting women's activities in provinces had sent in reports but until National Women's Convention, these had not gone further than their departmental heads. Mrs Boden said improved communication between the women's advisers down to provincial and village level was desirable. This would enable the flow of information on new ideas being introduced so that village life could be made attractive enough to rationalise the problem of urban drift, Mrs Boden said. DSCN1490
