Vehicle Registration and Excise Tax

• Autos and Trucks: Payment of an excise tax is required on all vehicles in the town of residence BEFORE registration. In order to re-register your vehicle, we need the previous registration, proof of insurance and current mileage.
• New Registrations: We can also process new registrations. This applies if the vehicle has been purchased from a Maine licensed dealer. Please bring the following:
  
  If purchased from a dealer: 
  1. Green sales tax form 
  2. Blue copy of title application 
  3. Previous registration of vehicle being traded or sold to which plates are being transferred 
  4. Proof of insurance 
  5. Current mileage 
  6. If a NEW vehicle, it is MANDATORY to have the Monroney Label or window sticker 

If purchased from an individual: 
1. Bill of sale identifying VIN number, make, model, and year of vehicle, amount sold for, and dated and signed by the seller 
2. If a titled vehicle, properly signed title transferring ownership 
3. Proof of insurance 
4. Mileage 
5. Previous registration of vehicle being traded or sold to which plates are being transferred 

The State of Maine does not send reminder notices for vehicle registration renewals. Also please remember to check your inspection sticker each year.

• ATV's and Snowmobiles: In addition to renewals, we also process temporary registrations for new ATV's and snowmobiles. A bill of sale is needed, and a 5% sales tax on the purchase price will be collected on private sales. Dealerships collect sales tax at time of purchase and provide you with a Dealer's Certificate. You will need to bring this at the time of registration. The resident snowmobile registration fee is $33.00 and $33.00 for ATV
  
• registrations. A $2.00 agent fee will be charged in addition to each registration.

Boat Registration

New: Please bring bill of sale and Maine registration numbers (if already on boat and previously registered in Maine by prior owner). State sales tax on purchase price will be collected on private sale. Dealerships collect sales tax at time of purchase and provide you with a Dealer's Certificate. You will need to bring this at the time of registration.

Renewals: Excise is computed on boat's age, length, engine horsepower and use. The Inland Fisheries fees are now also based on the horsepower of the motor. ALL BOAT REGISTRATIONS EXPIRE ON DEC. 31.

Certified Copies

Certified copies of birth, death and marriage certificates are available from the Town Clerk. The State of Maine sets the fees of $10.00 for the first copy and $5.00 for each additional copy of the same record ordered at the same time.

Effective January 1, 2003, The state of Maine adopted revised requirements for carrying children in motor vehicles.

Directions

The Town Office and Police Station are located in the former “Castner School” on School Street. From Main Street (Route 1B) turn north on School Street and we are in the brick building on the left. We share two large parking lots with Full Circle Family Medicine and the Teen Center. The Town Office has two entrances, on the east and west sides of the building. The Police Department’s entrance is on the north end of the building.

Dog Licenses

Dog licenses go on sale each fall for the following calendar year. You may license a dog in person at the Town Office.

New License: Please bring your dog's current Maine rabies certificate (the certificate must be current. No out-of-state rabies certificates please. You will also need to bring your dog's spay or neutering certificate.

New: Please bring your dog's current Maine rabies certificate. (The certificate must be less than two years old.) No out-of-state rabies certificates, please. You will also need to bring dog's spay or neutering certificate. The license is $6.00 for spayed/neutered or $10.00 for non-neutered/spayed dogs.

Renewals: Renewals are due in December of each year. Renewals after February 1 have a state-mandated $10.00 penalty assessed for late payment with completion of Warrant. 

Fees:

• Altered $6.00

• Unaltered $10.00 

• Kennel Fee $42.00 (up to 10 dogs) 

• Late fee $15.00 State mandated, effective February 1st 

• Warrant fee $25.00 State mandated, effective April 1st 

• Renewals: Renewals are due by the end of December of each year

Selectmen's Meetings: Selectmen's meetings are generally held the first and third Wednesdays of each month at 6:30 p.m. at the Town Office

Hunting and Fishing Licenses

Residents must meet all these requirements to be eligible to purchase a resident hunting or fishing license: 

• Must be domiciled in Maine continuously for three months prior to applying for the license; 

• must be in compliance with Maine Income Tax Laws; 

• if licensed to drive, must have made application to or possess a Maine Drivers License 

• all motor vehicles owned by applicant and located in Maine must be registered in Maine 

• and if registered to vote, applicant must be registered to vote in a Maine town. 

• Applicants must comply with all the rules mandated by the Department of Inland Fisheries and Wildlife. 

New and renewals: You must bring evidence of a previous hunting (or archery) license OR bring proof of completion of a Maine Hunter Safety Course.

Purchasing for others: You may purchase licenses here for others if the above requirements are met

Lifetime license: A one time fee of $8.00 covers all authorities that you are qualified to receive. These include fish, hunt, trap, and archery hunt.

Marriage Licenses

Maine residents: An application must be completed and filed. A certified copy of a divorce decree or a death certificate is needed for those who have been previously married. BOTH parties must sign the actual license in the Town Clerk's presence before it can be issued. Maine residents must file in the town in which they live.

Non-Maine residents: An application must be completed and filed. A certified copy of a divorce decree or a death certificate is needed for those who have been previously married. BOTH parties must sign the actual license in the Town Clerk's presence before it can be issued. 

Where you get your license: 

1. If you both reside in Maine and live in the same town - From the town clerk of the town you reside in. 

2. If you both reside in Maine but live in different towns - From the town clerk of either town. 

3. If one of you reside in Maine but the other does not - From the town clerk of the Maine resident. 

4. If neither of you are a Maine resident - From any town clerk in the State of Maine. 

Before the wedding: 

• Licenses are issued - As soon as the application is filled out and and signed by the town clerk. 

• Where you may marry - Anywhere in the State of Maine. 

• Identification: You must present your current photo ID's with a physical description of yourselves (such as a driver's license). This must also be presented to the person who marries you. 

• Cost - $30.00 

• Valid for - 90 days from the date they are issued. The marriage must occur within that period or another license must be obtained. 

• A certified copy of a divorce decree or a death certificate is needed for those who have been previously married. 

Witnesses: 

• Number needed - 2 

• Age requirements - Do not have to be of legal age but must understand the seriousness of the wedding. 

• Purpose - Must witness the ceremony and sign the license. 
  After the wedding ceremony: 

• Signing of the license - By the witnesses. 

• Possession of the license - The person who marries you will then sign and return the license to the town clerk, where the license was obtained, within 7 days. 

• Certificate of marriage - A memento certificate may be given by the person who marries you, but the LEGAL certificate must be obtained from the town clerk where the license was obtained. 

• Cost of legal certificate - $10.00 

 

Property Taxes

• Real Estate and Personal Property: Taxes can be paid in full upon receipt of bill or in two installments; the first payment is due by October 1 and the second payment is due by April 1. Interest is charged on the unpaid balance after those dates. Please include your bill or your account number with your payment to assure proper credit to your account.
• Tax Payments are due October 1st and April 1st annually
  Payments can made, in person, at the Town Office or through the mail at 21 School Street, Damariscotta, ME 04543.

New or Current Residents: New or current Damariscotta residents can register to vote any time, including election days, in the Town Office. Proof of residency is required at the time of registration.
