NSP Program Overview
Housing and Urban Development's (HUD) new Neighborhood Stabilization Program (NSP) provides targeted emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities.
Montgomery County, Office of Community Development contracted with CountyCorp to implement and manage a major portion of their NSP Plan. We have identified target areas within the county that will benefit most from the plan and Congress’ intent to stabilize neighborhoods hardest hit by the foreclosure crisis.
In the cities of Huber Heights and Trotwood, Ohio, we identified specific areas that offer amenities and make them desireable places to live but the vacant and foreclosed homes are negatively affecting home sales and property values. Our efforts to purchase vacant, foreclosed homes and do complete, green and energy efficient rehabilitation of the properties will contribute to the stabilization of the neighborhoods and property values. The rehabilitated homes will be sold at market value to homebuyers that meet the regulations of this program. This is a middle income housing program that has an income limit for buyers at 120% of the Area Median Income.
The NSP homes are brick, one story and one and a half story homes built on slabs between 1958 and 1965. They range from 1000-1400 square feet and feature attached and/or detached garages, three to four bedrooms and 1-1/2 to 2 full baths. Huber Heights NSP Property LocatorHuber Heights NSP Property Locator Our rehabilitation of the homes is complete including new kitchens, bathrooms, HVAC systems, roofing, siding, flooring and finishes. All of the components of the rehabilitation and materials are chosen to maximize affordability, energy efficiency and conservation. We are choosing materials made from sustainable resourses, Energy Star rated light fixtures and appliances and low VOC paints. Our worksites encourage the recycling of building materials. We are encouraging water conservation by planning xeriscaping with indigenous plants focused on easy maintenance. We are making the best use of trees, landscaping and shading to make the home more energy efficient. We are conducting energy efficiency audits on each home to identify any gaps in insulation to complement the HVAC system efficiency.
The completed home is not only fully rehabilitated, it is done with a focus on very low maintenance and affordability. We are offering special financing programs with soft seconds and down payment assistance to meet the requirements of NSP and make the long term affordability of the home a reality for the buyer.
These homes will not only compliment the neighborhood, but will serve as models to inspire the neighbors. We see these homes as an educational and inspirational tool to help homeowners in the neighborhood see what they can do to improve their own homes and quality of life with a focus on conservation and affordability in home improvement.
We are working closely with local governments, local faith-based organizations and local citizen and volunteer groups as well as local businesses to encourage their investment in this program for the neighborhoods.
