Like you, I am opposed to this legislation that would impose a national energy tax on all forms of energy, including food, transportation, and electricity. I am concerned that this legislation introduced by Representative Henry Waxman of California would place significant financial burdens on every American family by cutting millions of jobs, reducing our national wealth, and raising energy prices. On June 26, 2009, the House of Representatives considered H.R. 2454, the American Clean Energy and Security Act. The legislation passed by a vote of 219 to 212. I along with many of my college opposed this bill because studies have shown a cap and trade system could result in more taxes, fewer jobs, and more government intrusion with questionable environmental benefit. While I support renewable energy, energy conservation and a clean environment, I am concerned and have heard from businesses, farmers, and families from the Commonwealth who are concerned that cap and trade legislation will raise electricity rates, increase gasoline prices and move good payingU.S. manufacturing jobs overseas. Here in the Commonwealth, many families have watched their retirement savings go down after the implosion of Wall Street firms trading complex financial instruments. The American Clean Energy and Security Act would establish a similar complex unregulated derivates market to trade carbon credits. As a member of the Committee on Natural Resources and as a member of the Renewable Energy and Energy Efficiency Caucus, I do support an "all of the above" energy strategy that increases American energy production made by American workers, encourages greater efficiency and conservation, and promotes the use of alternative fuels.
