Dear Mr. Hull:


Thank you for contacting my office regarding H.R. 1550, the Consumer Assistance to Recycle and Save (CARS) Act of 2009. I appreciate you taking the time to share your thoughts with me. I value your views on the important issues facing our Commonwealth and the Nation.


As you may know, Representative Betty Sutton of Ohio introduced H.R. 1550 on March 13, 2009. This legislation would give consumers purchase incentives for turning in vehicles that are 8 years or older to buy more fuel-efficient vehicles or to obtain vouchers that could be used to ride public buses and trains. Drivers could get vouchers of up to $4,500 when they turn in their old fuel-inefficient vehicles for scrapping and buy vehicles that get better gas mileage. H.R. 1550 states that new car purchases that qualify for this incentive must achieve a minimum of 27 miles per gallon on highways, while new trucks must achieve a 

minimum of 24 mpg for highway driving. The bill provides graduated incentives based on greater fuel efficiency.


Currently, this bill has been referred to the House Committees on Energy and Commerce and Transportation and Infrastructure. Although I do not serve on these committees, please rest assured I will continue to keep your correspondence in mind should H.R. 1550 pass out of committee and come before the full House of Representatives for a vote. I am continuing to receive and evaluate comments on this bill from the constituents of the First District and will monitor this and other legislation regarding fuel-efficient vehicles as it evolves and progresses through the legislative process.
