Welcome to my homepage! I am presently building a software system based on my dissertation topic: A Dynamic Delphi System to Support Decision Making by Large Groups of Crisis Management Experts Other research interests of mine include Emergency Notification Systems, the Sahana Disaster Mangement System, Homeland Security, Social Media and Web 2.0 Technologies used in Emergency Management, GIS in EM, The Virtual USA Project, Communities of Practice, Cyber Security, Large Collaborative Decision Making, and the improvement of existing Emergency Scales/Threat Assessment Tools.| CALL FOR PAPERS | ISCRAM: VIRTUAL STATES The Proliferation of Geospatial Intelligence as Visualized Information Streams into the Emergency Response Sector.Attended Summer School at Berkeley on Cyber Security | An Online Social Network For Emergency Management
This paper is the first phase of some research probing the Social Network paradigm and how it can support Emergency Management. My state of the art paper on Collaborative Decision Analysis is offered as a comprehensive literature review exploring questions remaining in the field. Next is the paper Dynamic Delphi for Collaborative Judgment which describes the mathematics behind how decisions can be made using the Delphi technique in real time, over time, and under uncertainty with a large group of experts using a scaling technique created by Thurstone. Next, DynamicWiki demonstrates how wikis can be used with the Delphi technique to produce a collective intelligence with the characteristics described in the Delphi paper. emergenciWiki explores how wikis could aid in response efforts by providing real time information with Free and Open Source Software providing low overhead with a powerful tool. ICIS Virtual Community of Practice explores how individuals can come together and formulate one group opinion using a technique described in the paper. This helps online groups form into constructive communities building knowledge. United We Respond - One Community, One Voice provides a methodology that can create and sustain a group “voice” for an emergency response Community of Practice demonstrating the synergistic effect.
