GUIDELINES FOR THE PACIFIST POETRY AND SHORT STORY WORLD COMPETITION 1. Participants: Open to anyone aged 15 or over, regardless of gender, ethnicity, nationality, socioeconomic status, political or religious views, education, or literary experience, except for members of the board of directors and logistical support teams, members of the evaluation team for each language, founders of the independent literary movement Las Filigranas de Perder, members of the board of directors of Pacifistas Sin Fronteras and contest judges. 2. Language and previous competitions: Manuscripts should be submitted exclusively by e-mail and in any of the competition's official languages. Manuscripts that have received an award from another institution or been published previously are eligible. Each manuscript must be written entirely in the language for which it is applying. 3. Topic and number of manuscipts: Pacifism is the competition topic in both categories and all languages. We seek to encourage writers to think and write about the topic of pacifism beyond the mere rejection of war, from any perspective he or she wishes. Each author can submit ONE MANUSCRIPT, consisting of one short story for the short story category, and two poems for the poetry category. 4. Submission of manuscripts and author information (plica) a) Manuscripts should be submitted as an attachment via e-mail to concursomundialcuentoypoesia@gmail.com . Manuscripts sent to other e-mail addresses will not be considered. b) The name of the attachment should include the language code (see list below), followed by a hyphen [-], the author's pseudonym, a hyphen [-], and category code: use 1 for short story, and 2 for poetry (for instance, if the contestant chooses Comfort Walker as their pseudonym and writes poetry in French, then their file will be named: 5-comfortwalker-2.doc). List of Official Languages: Spanish: 1 Arabic: 2 German: 3 Catalan: 4 French: 5 Hebrew: 6 English: 7 Italian: 8 Portuguese: 9 Quechua wanka: 10 Wayuu: 11 Romanian: 12 Guarani: 13 Dutch: 14 Persian: 15 Russian: 16 Turkish: 17 Quechua Ayacucho-Chanka:18 Slovak: 19 Esperanto: 20 c) The author's identifying information (or plica, as described in guideline #6) should be written in the body of the e-mail. d) If an attachment includes more than one submission, the coordinators shall have the right to consider them as a single entry, and the manuscript will be subject to disqualification if it is found to violate any other rule of these guidelines (e.g. total length). e) Should another work by the same author be received, it will be disqualified even if the applicant uses a different pseudonym. It is understood that in the poetry category a submission is comprised of two poems submitted in the same file. f) No modifications will be allowed to any manuscript already received, under any circumstances. 5. Manuscript Submission Instructions: a) A maximum TOTAL of 7 pages for short stories and 120 lines for poetry may be submitted; including title, author's pseudonym, an optional epigraph, and the complete text. For poetry, both poems together may not exceed the maximum total length. b) The 1st line will be the title of the work. c) The 2nd line will be the author's pseudonym. d) The 3rd line will be the language code of the manuscript, according to the above list (guideline #4), followed by a hyphen [-], and the category code: use 1 for short story and 2 for poetry. e) The text of the manuscript will begin on the 4th line. f) If an epigraph is included, it will be considered as part of the text and will count towards the maximum length allowed. g) Attached files should be in MS Word for PC, version 2000 or later. h) Font: Arial black, size 12 pt. i) Double-spaced. j) Justified text alignment. k) All margins 1.2 inches (3 cm). l) White background. 6. Mandatory Submission Information (Plica): The applicant's submission information should be included in the body of the e-mail and include, in the following order: a) Author's pseudonym. b) Author's full name. c) Author's e-mail address. d) Author's nationality. e) Place and date of birth. f) City and country of residence. g) Title of the work. The Submissions Coordinator is authorized to request the submission of an entirely new set of entry information if any is found to be missing. The applicant's refusal to submit the requested information will lead to disqualification from this competition of both the work and the author. This information as well as the manuscript text will be written in the language selected by the author for the competition. 7. Finalists, Prizes and Awards: a) There will be a panel of at least 3 judges for short story and 3 judges for poetry in every language of the competition. It is possible that in some languages the competition will be only open in one category (short story or poetry), in which case there will be a single panel of 3 judges for those languages. Indigenous languages may have special guidelines in regards to the composition of the panel of judges. Each panel of jurors will select one single winning author, and if considered appropriate, up to two finalists. b) If in any category and language there are fewer than three applicants, the panel of judges may declare it void. Otherwise, at least one winner shall be selected. The communities who participate in their native language will not be able to declare the Contest void in their language. c) Winners and Finalists will receive electronic certificates. d) The Contest board will publish all winning and finalist manuscripts in their original language and in translation to all the languages represented in the competition, either in a blog or on a website designed for this purpose. e) Publicatuslibros.com will publish a virtual book with the winning and finalist texts, both in their original language and their Spanish translations. f) The Contest board will make every effort to publish a physical book with the winning texts in their original language and their Spanish translations. This depends on funding or support from publishing houses. 8. Contest opening and closing dates: The Competition's official website is http://sites.google.com/site/concursomundialpacifista and e-mail for submitting entries is concursomundialcuentoypoesia@gmail.com. Reception of texts in the Competition's official languages will begin on March 20th and end on August 20th, 2009, Bogota-Colombia time (GMT -5:00). Works submitted after this date will not be considered, unless a general extension is decided and published by the board before the deadline. 9. Unidentified works and authors, and incomplete entry information (plica): Submissions whose entry information is incomplete or cannot be matched to a manuscript will be excluded from the competition. Nevertheless, the Submissions Coordinator is authorized to request the completion or resubmission of the entry information. This will not affect the deadline established in the previous article. 10. Posting the results: On November 20th, 2009, the panel of jurors will announce their final decision to the Submissions Coordinator and the Competition's board. Over the next three days, the Submissions Coordinator will release the real names of the authors, and the results will be posted on the competition's website in all official languages. Results will also be published in Spanish in the Las Filigranas de Perder blog, and will be disseminated in this language via Las Filigranas de Perder Facebook profile and Google group. Every organization and communication media linked to the competition will release this information in their own language. The contest board will reveal the real names of the winners and finalists to the judges after they have been posted. The award ceremony will be held on December 16th, 2009. 11. Violations of the competition guidelines: An infraction, omission or violation of any rule in these Guidelines may disqualify both the work and the author from this competition. 12. Publication of works: Participation in this competition authorizes the board of the Pacifist Poetry and Short Story World Competition and the founding members of the Las Filigranas de Perder independent literary movement to edit, publish and post any received work, independently or through publishing companies under the contractual agreements they consider appropriate. Likewise, the author is free to publish his work through any means he considers appropriate. The winning and finalist works both in poetry and short story will be sent to the translators and will be posted and published in Spanish. Thereafter, all translation teams will translate the texts from Spanish into all the official languages of the competition, submitting the results to the board for their publication on the contest website. 13. Coordinators, Submissions Coordinator and Judges: The Submissions Coordinator will manage the e-mail account concursomundialcuentoypoesia@gmail.com where entries will be submitted. As soon as each submission is received, the Submissions Coordinator will add a consecutive number for identification purposes and will then forward it to the appropriate editorial team according to the language and category. Once the manuscripts have been reviewed, the Submissions Coordinator will send those entries that have not been eliminated to the Judges Coordinator who will distribute them according to language and modality amongst the judges. Each judge will select 10 finalists. Once all finalists have been selected, the panel of judges will deliberate through chat, e-mail and any other electronic and/or physical means they deem necessary, until a unanimous decision is reached. Selection criteria will be based on the development of the competition's topic (pacifism), the author's use of the chosen language and the aesthetic quality of the work. Any problem or omission in the e-mails received shall be resolved through the Submissions Coordinator, without divulging the applicants' real names to either the board or the judges. Once the final decision has been made, the Submissions Coordinator will release the real names of the winners and finalists to the board and Judges; he/she will also keep the listings for future invitations. 14. Competition Authorities: The names of the members of the board, the Submissions Coordinator, and translators, as well as the support teams in logistics and public relations, will be published on the Contest website. The highest-ranking authority of the contest is its Executive Director, Nestor Pedraza. Nonetheless, neither he nor anyone else may influence, object or ignore the Jury's resolution. Every judge will be granted complete autonomy for his/her decision. The jurors' names will be released once the submission of manuscripts is closed on August 21st, 2009. 15. Destruction of Attachments : As soon as the Contest ends, the board will have the right to delete the files of any work that did not receive an award, with no right to any claim by their authors; for this reason applicants are encouraged to save a copy of their work and apply for authorship rights. The board of Directors may, however, decide to publish on the website a selection of works that did not receive a prize as part of the Contest history. 16. Awards: An awards ceremony will be held on December 16th, 2009. a) The manuscripts of all winners and finalists will be translated into all the languages of the Pacifist Poetry and Short Story Competition. b) The manuscripts of all winners and finalists will be published on the Pacifist Poetry and Short Story Competition's website in all languages. c) The manuscripts of all winners and finalists will be published in a digital book edited by Publicatuslibros.com d) The Portuguese and Spanish versions of all winning and finalist texts will be published in a blog created for this purpose by Las Filigranas de Perder. e) The winning and finalist texts of the Spanish and the Portugese Competition will be published in the Las Filigranas de Perder official blog f) Winners and finalists will receive a digital certificate by e-mail. |
