A New Ward Map for Windsor


Overview

 

The City of Windsor is in the midst of reviewing its current five-ward boundary system.  Consultant Robert Williams, who taught political science at the University of Waterloo for 35 years, is leading the review of the city’s ward boundaries.

According the the 2006 Census, the City of Windsor has a population of 216,473.  The populations  for my proposed ward boundaries are based on dissemination blocks (DBs) used in the census.

There has been discussion in the Windsor Star (Dec. 13 article) amongst city councillors and others about whether the size of Windsor City Council should remain at ten councillors or be reduced to eight.  There is also discussion about retaining the existing method of electing two councillors per ward, or else moving to single-member wards for the next municipal election in 2010. 

 

Walker Rd (and south of E.C. Row, the C&O railway line running just east of Walker) provides a distinct and recognizable boundary within the City of Windsor. This table shows how many wards should be east and west of this dividing line, using different ward scenarios (5, 8 or 10 wards).

The five-ward proposals below keep the existing split of three wards west of Walker and two ward east, and balances the ward populations within each area.  The ten-ward proposals do not cross this line, with six wards to the west of it and four wards to the east.  The eight-ward alternatives show  different ways to divide the city into reasonable wards with balanced populations.
