Chi-Yuan Chen received his Ph.D. degree in electrical engineering from National Dong Hwa University in 2014. Dr. Chen is currently an Associate Professor of the Department of Computer Science and Information Engineering of National Ilan University since 2014. His research interests include Network Security, Mobile Communication and Quantum Communication. He has served as Editor-in-Chief of Communications of the CCISA (CCCISA), Executive Editor-in-Chief of Journal of Internet Technology (JIT), Associate Editor of IEEE Access, IET Networks, IET Quantum Communication, Human-centric Computing and Information Sciences (HCIS), Journal of Computers (JoC). He has authored or co-authored more than 80 international journal and conference papers including IEEE Network, IEEE Communications Magazine, IEEE Transactions on Information Forensics and Security, and IEEE Access. He is a senior member of the IEEE.

陳麒元為國立東華大學電機博士，現為國立宜蘭大學資訊工程學系副教授。其主要研究領域涵蓋網路安全、行動通訊技術、量子通訊，現為Communications of the CCISA (CCCISA)總編輯與Journal of Internet Technology (JIT) 執行總編輯，IEEE Access、IET Networks、IET Quantum Communication、Human-centric Computing and Information Sciences (HCIS)、Journal of Computers (JoC)  等國際期刊之編輯。其擁有SCJP、SCWCD、MCP、MCAD.Net、CEH、ISO 27001 LA、CCAI-CCNAS、EXIN Cloud、CCSK等專業國際證照，譯有《CompTIA Security+SY0-301專業認證手冊 第五版》、《802.11n技術手冊》、《VMware 錦囊妙計 第二版》等書。
