Foster Care Alumni of America has created a detailed document of Member Engagement Protocols for Organizations. Like the models listed below, FCAA recommends that hotels, meals and registration expenses be covered.

Cby25 Referred by adult sponsors who support them throughout the program and participate in activities that enhance their learning. Youth under 18 receive stipends based upon half/full-day training, or if it is an overnight location. Alumni are hourly employees of Cby25 initiative. Youth under 18 co-train with Cby25 staff, and must have written permission from their foster parent and agency. Cby25 has liability and other insurance. 
Elevate Prior membership in Elevate's statewide support group for foster care youth and adoptees. Elevate provides youth with transportation and gives them a $10-$20 gift card to WalMart. If youth/alumni train through the statewide foster parent organization, IFAPA pays $150 per trainer per training plus travel expenses. Written permission from legal guardians, if the young person has not been emancipated. 
FosterClub National competitive process, through FosterClub website. Foster Club has an elaborate system of compensating through GSA per diems when possible. They sometimes pay stipends, which are taxable as 1099 income. This is particularly complicated when doing out-of-state work, because they are required to set up payroll in the state where services are delivered. FosterClub All-Stars are all 18+ for confidentiality and permission reasons. All-Stars must have permission to travel, be photographed for publication, and possess documents necessary for travel (government issued photo ID or driver s license).  
Honoring Emancipated Youth HEY hires emancipated foster care alumni between ages 18-24.  Rather than working 10/hrs/wk at HEY + pt job + school, participants are given more hours at HEY up front so they can earn a livable wage and focus on their goals. n/a 
PAL-STEP Enlisted the assistance of Youth Specialists who were employed by the State. PAL-STEP wanted to pay them, but in their positions as Youth Specialists, they were unable to accept money.   n/a over 18  
SAYSO During SAYSO’s annual youth conference, they educate young people about SAYSO and what it takes to be a board member, and then they hold elections. Up to 3 youth are elected from each of NC's six regions. Youth receive a free hotel stay and per diem for meals. Part of their responsibility as a Board member is to participate in three meetings and two conferences per year. If youth are asked to speak at an external event, SAYSO either provides a $75 stipend or asks that organization to provide one. Youth Board members are required to have an adult supporter (social worker, foster parent) who agrees to support them throughout their term as a Board member. The adult supporter serves as chaperone during travel activities, including acquiring written permission for photography and overnight trips. 
YOUTH Competitive process, based on referrals from other agencies and programs. Youth/alumni trainers are paid as consultants, through the California Youth Connection. Short trainings (1-4 hr) earn a flat fee of $100. Longer trainings (5-8 hr) are on the graduated scale of $75-$250/training. Each training that foster care youth/alumni does moves them up one step on the pay scale, until they reach the $200 range. They stay there until they’ve done 20 trainings, and then they graduate to the $250 range. Trainers also have the opportunity to earn extra bonuses for doing a panel or keynote speech, or arriving early for trainings that require extra rehearsal.  Youth under 18 have written permission from their legal guardian, and are supervised by a staff person at all times. Out-of-state training is facilitated by foster care alumni. (Youth do not train out-of-state).
