The State As Parent
It is a parental responsibility to prepare one's children to live independently and reach their highest level of functioning possible. When the state is the parent, this becomes the state’s responsibility. One way that the state can best provide this is through seeking permanency for these children through adoption. Another is to prepare youth for living independently.

The State As Negligent Parent
Recent funding cuts to Independent Living, Adoption and Social Services are putting youth at risk. Ohio's young people in and from foster care have limitless potential when provided with adequate resources. However, lack of investment and oversight is decreasing their chances at finding permanency and creating additional barriers to impede foster care youth's chance of leading successful adult lives.
