This is part of an email I received from the State:
2. The AYSA Board met on Saturday and has decided that ALL SEND OFFS require ALL 3 referees to do a USSF Referee Report or Supplemental report within 48 hours of the end of the game that had the send offs on. We had a game played on 15 Aug, that had 3 send offs some of them for VC and no game report was submitted for a week. These players will not be sanctioned due to referees inability to a submit report in a timely manner.
Please comply. A referee was recently indefinitely suspended for failing to file a timely game report.
This weekend, a referee accepted a State game assignment in Arbiter and then did not keep the assignment and did not contact the assignor but instead went to the Auburn Tournament. The USSF Referee Administrative Handbook lists the priority in referee appointments. It starts with FIFA assignments and ends with State Cup Competitions! ALL State Games are State Cup Competition games and take priority over ALL other games. Failure to honor State Game assignments or declining State Game assignments in order to attend tournaments or other unsanctioned games, including adult indoor, will NOT be tollerated and will result in disciplinary action. This also includes events like the D-III Play day this weekend. ALL D-I and D-II State Games must be filled prior to filling D-III games . . . including playdays! Referees may be removed from prior assignments of a lower priority or unsanctioned game if needed to fill State game assignments.
Please honor your assignments and help me get the State games filled first.

Sign into Arbiter at http://arbitersports.com/. Contact Steve if you have questions. Remember, to be assigned games, you need to be a certified USSF referee in good standing.
The State USSF Season begins 15 August. Everyone need to sign into arbiter and set their schedule immediately. All assignments will be made through Arbiter. If your schedule is not set in arbiter, you will not be assigned any games. Everyone needs to sign in now and set your calendars.

The Statewide Recertification Clinics are fast approaching. Please make plans to attend. We need a great turnout at each clinic to learn from our Guest Instructor, Kim Oberle - former FIFA Assistant Referee.

2009 is flying by and it will soon be time to begin the recertification process for 2010. For everyone that plans to continue to referee into 2010, please be sure to attend a recertification clinic sometime between 7/1/09 and 3/1/10. Clinics will be posted in the near future on the Referee page at www.alabamayouthsoccer.org.
Here's a great way for many of you to get your 2010 recertification quickly in the books and behind you! Last year we worked clinics in north Alabama. This year we are heading south again with State-wide recertification clinics scheduled in Mobile on Saturday 8/1 and Montgomery on Sunday 8/2. The Mobile clinic will begin at 9 AM and the Montgomery clinic will likely begin at 1 PM. More details will follow as to the specific times and locations.
These clinics are open to ALL referees who plan to recertify for 2010 - not just those in Mobile and Montgomery.
Since our State Director of Instruction, Steve Carnes, will be overseas during this time, Lowell Frobish and I will be leading the caravan south. We will go over the new memorandum and any other items that we need to discuss.
The main attraction for these clinics will be our guest presenter - Kim Oberle. Kim is a former FIFA AR. She will present an advanced training opportunity that will be informative and FUN for all that attend. You certainly will want to take advantage of this opportunity to learn from someone who has International referee experience. I promise it will be a rewarding experience for all of us!
For those that are unable to make these clinics, please continue to monitor the Referee tab at www.alabamayouthsoccer.org for the times and locations for other recertification clinics that will be offered during the next several months. Let's get everyone registered quickly this year.
Also, if you know anyone that is interested in becoming a USSF registered referee, please direct them to the Referee page on the web site for clinic times and locations.

A new and slightly revised edition of the long-standing USSF publication, Guide to Procedures for Referees, Assistant Referees and 4th Officials, will become available this month. Only two changes will be found in the 2009-2010 edition:
- Page 37 (Penalty Kick, Indicated By The Assistant Referee). The fourth bullet point has been modified as follows: “If referee stops game, assistant referee first indicates penalty kick by holding flag across the lower body and then begins walking toward the corner flag
- Page 40 (Substitutions, Referee procedure). The first bullet point has been modified to be consistent with International Board guidelines mandating the use of the whistle to restart play after the referee has delayed the restart for a substitution. The revised bullet item now makes it clear that a whistle is required in all such cases.
Until the new edition of the Guide becomes more widely distributed, you are asked to begin immediately in your respective capacities to pass the above procedure changes along to other referees, instructors, and assessors so that they may begin implementing these modifications as quickly as possible.
