For those unfamiliar with Blue Mars data sizes, a picket fence might be 100k of data, whereas a very ornate house might be 2 or 3Mb. Residential interior furnishings (instanced in your private interior space) do not count against your limit; stuff out on the porch or in the yard would.
It's very easy to build and texture items using the free Google SketchUp program. Sketchup data (provided you don't do something really, really wonky) imports to Blue Mars; if anyone has issues I can get you started.
See for yourself exactly how easy it is to build, here:

If Victorian Caledonia isn't quite your cup of tea, check out Pavonis, a tropical archipelago under the same management but with large islands available for development, not subject to Caledonia's 19th century thematic restrictions. Pricing is the same as Caledonia above.
Pavonis has been set up with a number of village sites, and also large areas for your own development ideas are available.
To give you an idea of the scale of the Pavonis archipelago, it is nearly 17 million square meters of tropical beaches, palm forests, mysterious islands, lost coves and other hidden secrets.
Islands range from massive, mountainous, kilometer~scale size that would take days to fully explore, down to tiny islands that are a patch of sand with a single palm on it. An ancient teleportation system links the villages, easily covering the vast distances, but in the wild you are on your own to discover the ways to get around.
