The valves isolators in the plant room of Victoria Baths. Manchester. I missed the part where the chap was explaining the history of it, so I'm guessing these controlled the supply of hot water into the pools. Edit: I got the days mixed up and ended going on Saturday instead of Sunday, mixed in with a bunch of total strangers. The upshot of it, I got to go into the boiler room and basement, which wouldn't have been possible otherwise.
Mixing Valve orientation

This photo shows incorrect orientation of the mixing valve. For correct orientation the blue dot must be aligned with the cold water side. Likewise the red dot corresponds to the hot water side. Output water temperature is adjusted with the black knob. The coupling is replaced with 1/2" copper tubing to maintain correct spacing to fit the tank.
