The Los Angeles Planning Department is currently attempting to create an hillside counterpart to
the ordinance passed last year imposing size-limitations on new homes and
additions in the flats -- known as the Baseline (Mansionization) Ordinance.
Representatives from the Bel~Air Association attended “Hillside Kick-off Meetings” in
February at which those in attendance expressed their concerns about development
in the hillsides and saw a presentation by the Planning Department of the
concepts that it intends to employ to limit such development. Those concepts include limiting square footage based on lot size and slope,
capping grading, reducing allowable retaining wall length and height, and
reducing allowable building height, perhaps significantly below currently
rules. The changes ultimately formulated may have a major impact on future
development in the hillsides, including a potentially significant decrease in property values and the scope and manner in which properties may be
