All you need is Paint shop pro I used version X2 and a tube along with your imagination

I used the gorgeous and inspirational art of Elias Chatzoudis with a license www.elias-design.gr  mpt0375

Open a new 700 x 700 transparent background... for beginners FILE / NEW 700 in both height and width and make sure transparent is ticked before okay

Floodfill white

Paste your tube as a new image and then again so you have two layers of your tube!

On your bottom tube ADJUST / BLUR / RADIAL BLUR with settings SPIN TICKED / BLUR STRENGTH 61% and eliptical ticked and then okay (now i know earlier versions of psp do not have radial blur so to get a similar effect EFFECTS / DISTORTION/TWIRL 720 DEGREE'S THEN ADJUST / BLUR / GAUSSIAN BLUR AND SET TO DESIRED AMOUNT)

now duplicate this layer 3 or 4 times

Hide your top tube layer and your bottom background white layer and MERGE VISIBLE

DUPLICATE THIS MERGED LAYER IMAGE FREE ROTATE untick all layers DIRECTION LEFT 90 degrees

MERGE BOTH THESE BLURRED LAYERS TOGETHER

Duplicate again highlight the TOP layer IMAGE RESIZE 80%

Make the bottom blurred circle active EFFECTS /TEXTURE EFFECTS / MOSAIC GLASS APPLY WITH THE DEFAULT SETTINGS

Unhide your tube and background layers

Move your tube to where you like it

Give your tube a drop shadow   

Now add your Text and names along with all copyrights etc

FILE SAVE AS PNG
