If you're just starting out, I recommend that you read How to Write a Short Synopsis as well as 5 Steps to Finding a Literary Agent.

When submitting your book to agents and editors, there are no second chances.  Your query letter and manuscript must be right the first time.   To this end, you should also read 15 Reasons Agents Pass Over Query Letters and 15 Reasons Agents Pass Over Manuscripts & Sample Chapters.  You also might want to read Test Your Agent IQ.
