I'm not sure exactly what the top tool is with the loop. The only thing I can think of is a bodkin or a ribbon threader. It measures 5 1/4" long and almost 1/2" at the widest point on the loop. If you have any information on this tool or ideas please let me know. The pair of scissors I believe are victorian, maybe embroidery snips. The dress on the couple look German to me but I'm just guessing. If you have any information about the scissors please let me know as I'm not sure where it's from, there are no markings. The back is just as ornate as the front down to their baskets carried on their backs full of tiny grapes. The folds of her dress even has embellishments around the hem. I wonder if the duck bill safety guard on the blades is a common part of antique scissor design. Please let me know any information regarding either of these tools. thanks!
