Supplies Needed :~
Paint Shop Pro, Animation Shop
1 or 2 Images of your choice, I used the stunning artwork of Jamie Kidd www.jamiekiddart.com, please only use with a valid license, you can purchase this artwork at CILM
Doodle of choice, I used a Doodle from one of my kits ~ Gorgeous Love
Eye Candy 4000 ~ Glass for the writing (but a similar effect can be acheived by using inner bevel in your psp) ~ HSB Noise for the frame effect (if you dont have plug ins you could you leave blank or add noise in your psp)

Right Let's get Started :~
1. Open up a transparent canvas 600x600, Flood fill with whatever colour you wish your tag backing to be ( I used white )
2. With your preset shape tool set on Rectangle, Solid line, Line Width 15.00, Choose 2 contrasting colours from your image, (I used a Dusky Pink and a dark Grey to match my image), click on your foreground colour box, Go to Gradient, find the Foreground-background gradient, style rectangular, Angle 0, Repeat 3, then click your background colour off so all you should have is the gradient in your foreground box.
3. Holding down the shift key (this will enable you to get a nice symetricle square) draw out a square (refer to the example for sizing), Move it up more to the top left hand side, duplicate this layer, Go to Image, Mirror, Image and Flip, if not in the right place to your liking, slightly move it and place as per my example tag.
4. With your magic wand, click inside the top left hand square, go to selections, Modify, Expand by 5.00, Add a new Raster Layer, Copy your image of choice and paste into selection, Deselect, Move this layer down one so it is underneath the square.
5. On the bottom right square follow step 4 again.
6. Click in the Little Square in the Centre, go to selections, Modify, Expand by 5.00, Add a New Layer, Floodfill this Layer Black, Copy and Paste the Heaven Image or one of your Choice as a New Layer, Resize to your Liking, Go to Selections, Invert and Hit Delete on your Keyboard to get rid of any Excess, Deselect, Lower the Opacity of the Image to Approximately 55%.
7. Arrange your layers so they go in the order of ~
Bottom Right Square
Top Left Square
Centre Image
Black Centre Layer
Bottom Right Image
Top Left Image
Canvas Layer
8. Apply a drop Shadow of your liking to both Squares, I used 0, 0, 40, 4.00, Black.
9. Merge the 2 Image Layers together, Duplicate the image layer, on the bottom layer of the duplicated image, Go to Effects, Texture Effects, Mosaic Antique and apply the settings of :~ Number of Columns 50, Number of Rows 50, Symetric ticked, Tile diffusion 0, Grout Width 5, Grout Diffusion 40. Lower the Oppacity to Approximately 65% this will depend on how dark the image you used is.
10. On your Top Left Square Layer go to Selections, Select All, Selections, Float, Selections, Defloat, Selections, Modify, Expand by 3, Add a new Raster Layer, Floodfill with a Colour of Your Choice that Compliments Your Image, Selections, None, Move this Layer Below your Frame, do the same for the Other Square layer too.
11. At this Point its Entirely Personal Choice it depends how comfortable you feel with your eraser tool, you could erase parts of your frame to make it look like they are entwined, to do this just get your Eraser tool and carefully on one of the squares and also on the shadow frame erase away certain parts so the other frame shows through, refer to my example to see which parts you need to erase to keep the entwined effect.
12. Apply whatever Embelishments you wish to the 2 blank corners, as you can see i added the doodle, you might also wish to add a light drop shadow as before to the embellishments, just to make them stand out a bit.
13. Add Whatever Writing you wish to the tag, as you can see I added the words Divine Thoughts to the Centre and added the same light drop shadow.
14. Add the Artists Copyright, your watermark and whatever name you wish on the tag, if you dont wish to animate save as a GIF and your tags complete, if you do wish to get the light effect continue on, or if you dont have plugins but want some form of animation follow the step on how to get a noise effect at the bottom of the page.
Onto the Light Effect Animation :~
15. Hide all layers apart from the 4 Squares, then merge visable, then unhide all other layers.
16. Staying on the Squares layer, with your Magic Wand tolerance set at about 100, click on the Squares within the coloured bit (this will depend on what colours you used, but mine would be the pink & dark Grey bit), you should then get little dashes around the inside bits only.
17. Apply Eye Candy 4000, HSB Noise, with the settings of :~ Hue Variation 25, Saturation Variation 30, Brightness Variation 40, Opacity Variation 0, Lump Width 28.00, Lump Height 28.00, Pattern Smooth Lumps, Seamless Tile Ticked, Random seed 1.
18. Deselect, then Copy Merge into your Animation Shop, paste as New Animation.
19. Back into your PSP and undo the HSB that you have just done, Re-apply with the same settings but hit random seed once.
20. Copy Merge again, back into your Animation Shop and hit Ctrl L.
21. Repeat Steps 19 and 20 Again.
22. Select all and change your Frame Properties to 15, View your Animation, If happy with the result crop off excess, but not too close or you will crop off some of the mosaic effect,
23. Resize to whatever you require and save as a GIF, Voila Tag done .
Noise Animation :~
If you wish to add Animation but Do Not have Plugins, you could do a noise effect instead, you can achieve this effect by following steps 13 ~ 20 but instead of adding HSB Noise you could add noise in your psp with the settings of Random 20 % Monocrome Ticked, then for the second frame hit the Random button twice, and on the third frame hit it three times, transfering into animation shop.
