Supplies Needed : ~
2 Images and 1 Tube of Choice, I used the Amazing Artwork of Dean Yeagle www.cagedbeagle.com, Do Not Use without the Correct license which can be purchased from CILM.

Font Of Choice I Used Santa Monica, which is a Pay Font so im Afraid I cannot Supply This.
Right Lets Get Started ~
1. Open Your Supplies in Your PSP, Open a 600 x 600 Transparent Canvas, Flood Fill White.
2. Copy & Paste a Paper of Choice onto your Canvas, I used Paper 4, Go to Layers, New Mask Layer, From Image, In your Source Window highlight the Grungeframe12mask, Source Luminance and Invert Mask Data Checked, then Click OK, then Merge, Merge Group Layer, Resize this Mask Layer by 90%, and Lower the Opacity to 92%.
3. Copy and Paste the Dream Frame as a New Layer, Resize the Frame by 110%, and Resize Again by 110%, Move Slightly Up (See Example for Placement). Add a very Light Drop Shadow using the Settings of Vertical & Horizontal 0, Opacity 25, Blur 5, Colour Black.
4. Copy & Paste the Alphas to a Saying of Your Choice, I chose the Saying Night, For Each Alpha Resize by 110% and Repeat this 4 more times (it Doesnt Blur as Much if you Resize this way rather than all at once), Rotate the 1st Alpha by 15% to the Right, Then the Next Alpha Rotate 15% to the Left, and Keep on Alternating each Remaining Alpha (See Example Tag for Placement), Add the Same Drop Shadow as Before.
5. On Your Frame Layer, Select Your Magic Wand and Click Inside one of your Frames, go to Selections, Modify, Expand, Number of Pixels 7.00, Copy and Paste One of Your Images as a New Layer, and Position it so the Part of the Image you Wish to Keep in the Frame is Showing Within the Marching Ants, Go to Selections, Invert and the Hit Delete on Your Keyboard, Go to Selections and Select None, then Move this Layer Down so its Underneath Your Frame Layer.
6. Repeat Step 5 With a Different Tube in the Other Section of the Frame.
7. Copy & Paste Your Tube and Position to Where You Wish it to Be, Add a Drop Shadow Using the Settings of Vertical & Horizontal 2, Opacity 50, Blur 5, Colour Black.
8. Using Your Font of Choice Type Out Whatever Wording You Wish, I Used Zzzz, You May Also Wish to Alternate Colours as I did in My Example Tag, Make Sure You Do Enough to Fit Along the Top (as in my Example), and Add the Light Drop Shadow as in Step 3.
9. Duplicate The Writing, Go to Image, Free Roate, Rotate 90% to the Left, and Place Down the Left Hand Side of Your Frame, Duplicate this Layer, Image Mirror, Image Flip So the Wording Fits Nicely Around the Side of the Frame, Merge the Writing Layers Together, and Move This Layer so its Just Above Your Mask Layer.
10. Add the Artists Copyright, Your Watermark and Whatever Name you Wish on the Tag.
11. Crop Off Excess and Resize the Tag to Your Liking, Save as GIF or JPEG and Voila Your All Done.
