States participating in the "Training & Education" Cluster Group have chosen this strategy as a focus for the 2009-2010 year. In doing so, they have based the decision to invest in this strategy in their state on the following criteria. The strategy:
- "Has legs" in their state
- Can be addressed within new or existing systems (it is a logical "next step" that builds on a solid foundation)
- Has a "fit" with accountability to funders and stakeholders
- Maintains a focus on primary prevention
- Can realistically be expected to achieve deep impacts in three years or less
- Logically connects stated goals in the ECI Theory of Change
- Is one their state is ready to dive into -- reflecting adequate capacity and willingness to implement
- Is one that will (eventually) impact all levels of the Ecological Model.
