I am directed to say that wide publicity should be given to the Commission’s instruction vide letter No. 464/ INST/ 2008 dated 24.10.2008, letter No. 51/8/ 2009-EMS dated 12.02.2009, letter No. 509/110/2004-JS-l dated 26.10.2007 and the facilities provided to infirm and blind voters as mentioned in Returning Officer Handbook and Presiding Officer Handbook (copies enclosed) in the local newspapers to encourage disabled and infirm voters to cast their votes.
