This says "Davis Shear Sharpener USA" I can't quite figure out how it was used, but all the knobs turn. When the knobs are loosened, parts can be moved, then you tighten the knobs to hold the parts in place. The two bars swivel at the point of the knob in the upper left of the picture. The piece next to Mayda's hand in the upper right slides along the groove. Though it's not as clear in this picture, the knobs are all brass colored, while the rest of it is a dull silver color.
