In normal operation there's no stress on this component. But if the first nut loosens, it will come in contact with the blocking nut. The hitch pin keeps the backup nut in place and should be immune to vibration. (I'll add a little keeper string between the hitch pin and pendulum so it doesn't get lost in the field.) Big Boy
I'm not entirely sure what this machine is used for, but I believe it may be a ride on potato drill. The two attachments at the side fold down and it looks like between them they have six seats for people to sit on - and maybe drop the seed potatoes by hand down into pre-ploughed furrows.
