For purposes of this administrative rule, “electronic devices” are defined as any telecommunication device, including, but not limited to, cell phones, tablets, portable gaming devices, electronic watches, earbuds, and other current and future similarly utilized devices that emit an audible signal or sound, displays a message or image, or otherwise delivers a communication.   This administrative rule does not prohibit electronic devices necessary for the health needs of a student in accordance with that student’s individual health plan or as required by law.

 

Students are prohibited from using electronic devices to capture images, record or otherwise use electronic devices in a manner that harasses, humiliates, threatens, embarrasses, or intimidates another person.   Students may not use electronic devices to access and/or view websites, internet, or other images or content that are inappropriate or otherwise blocked to students at school while on school property or at a school-sponsored event.   Students are personally and solely responsible for the care and security of electronic devices.   

 

The use of personal electronic devices at each school level shall adhere to the requirements below. A principal or principal’s designee may develop requirements pertaining to the use of personal electronic devices before and after the instructional day by students in their supervision that are designed to enhance the school environment and prevent disruptions. 

 

Elementary and Middle Schools

 

Personal electronic devices cannot be used by students during the instructional day absent authorized permission by the principal or principal’s designee for unique events.  All personal devices must remain out of sight of others and be silenced during this time.  The instructional day for elementary schools shall be from 7:45 a.m. to 2:15 p.m.  The instructional school day for middle schools shall be from 8:30 a.m. to 3:15 p.m.  The instructional day for schools that have combined levels of instruction, such as K-8 schools, shall be determined by the principal or principal’s designee in accordance with the instructional activities of that facility.   

 

High Schools and Career/Special Centers

 

Personal electronic devices cannot be used by students in classrooms during the instructional day.   All personal devices must remain out of sight of others and be silenced during this time.   Students, however, may use personal electronic devices during class changes, lunch, and other times outside of the classroom during the instructional day unless directed differently by the principal or principal’s designee.   The instructional day for high schools shall be from 8:45 a.m. to 3:45 p.m.   The instructional school day for other special centers, such as the Fine Arts Center and Roper Mountain Science Center, shall be determined by the location administrator in accordance with the instructional activities of that facility.   

 

Consequences


Violations of the above requirements will result in disciplinary action in accordance with Board Policy JCDA. Discipline will be imposed, to the extent possible, in a progressive manner based upon the number of previous violations and the nature of or circumstances surrounding a particular violation.   The confiscation of any electronic device and/or search of an electronic device shall be governed by Board Policy JCAB and legal training provided to administrators pertaining to searches of electronic devices.
