No, the Karmapa is purely a buddhist spiritual leader and not a part of the Tibetan government, either within Tibet or in exile. It was the politicization of his role in Tibet that prevented him from fulfilling his purpose as Karmapa and led him to seek refuge in democratic India.

Not really. Ogyen Trinle Dorje was found, as always, on the basis of the previous Karmapa's prediction letter, recognized by 6 out of the 7 principal leaders of the Kagyu lineage, and approved by His Holiness the 14th Dalai Lama. Karmapa is the embodiment of the compassion, wisdom and activity of a buddha. I am of the opinion that the real Karmapa is self-evident to anyone who meets him - if you have doubts, just see him and decide for yourself.
