September Minutes: Sectors, Benchmarks & Process The Energy Action Group has currently created the following outline. This will evolve as more research occurs during the coming months. Sustainable Hanover - Energy Action Group Structure, Scope, Timeline and Plan Working Draft 1. What year do we want to use as our benchmark? a. Charlie Sullivan’s energy audit/carbon footprint audit b. Frank at DPW may have EPA numbers for town fleet 2. Do we want to include monitoring/metering as part of our Plan? 3. What energy initiatives are already in place, or are planned for? a. Julia Griffin wrote “A Work In Progress” on 11/16/08 b. Audits associated with “AWIP” above? c. CPC Streetlight Report d. “CPC Efforts” from Marjorie Rogalski e. Look at past town reports 4. How does the Plan relate to the town’s Master Plan? (get a copy) 5. Energy runs as a pivotal concern through most of the other Action Groups’ issues. How do we define the scope of what we will be concerned with and what others will look after? We want to strike a balance between avoiding duplication of efforts and making sure all areas are covered. Some collaboration and communication between Action Groups will be required. a. Transportation – fuel use, reduction and types b. Agriculture – energy crops c. Land Use – alternative energy farms 6. Scope: a. Buildings only? b. Streetlights? c. Town fleet? 7. Review and modify / add to Action Items from February workshop. 8. Do we want to perform energy audits as part of a baseline, or is recording of energy consumption and cost adequate? If we do want to include some kind of audit, what is the scope of that audit? Simply identify areas where we see inefficiencies without quantifying them? a. Co-op and/or volunteer auditors? b. Existing vs new construction? 9. To what extent do we want to recommend the use of professional consultants vs. community members in creating and implementing the plan? 10. How much of our plan’s focus will be on Town of Hanover and how much will be focused on town residents? a. Outreach to both groups? i. Libraries and schools as distribution points b. Barbara McIlroy expressed interest in the following at our first meeting: a. Streetscapes b. Street lighting with “full cut-off” fixtures c. There are model ordinances in the CPC’s streetlight report that will be useful to this group. d. The Town of Hanover already has an Energy Fund and we should build upon that. e. Barbara will look at past town reports (will ask Betsy) in order to be able to summarize town activities to date. 17. Charlie Sullivan expressed an interest in the following at our first meeting: a. There are efforts that are appropriate for the town, state, region, and nation level. How do our efforts tie into those? b. What is appropriate for here? c. What are our option and barriers? d. Very interested in ground source heat pumps e. Interested in “downtown core commercial” and residential issues f. Cooperation with Dartmouth College 18. Create a list of local resources and a.
