This bothers me. We need to specify a firm version to test against. Either the developing 1.2 or 1.1 with amendments.

All discussions on IPR mode have thus far been leaning towards (per ODF itself) 'RF on Limited Terms' mode as described at http://www.oasis-open.org/who/intellectualproperty.php

TC should decide for itself which version to tackle, but with most vendors targeting 1.1 it will likely be 1.1 or 1.2 (currently in draft) - in any case the differeces are mostly feature augmentation so version should be annotated in TC outputs.
