VSA coalition. VSAL, a collegiate VSA coalition that operated independently
from UVSO, falls into decline. BAVSA became the name for a few months to
coincide with the existing BAVSA of the East Bay.[1]

|
Following a period of
inactivity, Huy Ngọc Trần is appointed as the succeeding interim President.
Together with Bảo Thiên Ngô, they run a two-man organization. Hosted the
uNAVSA Conference at San José
State University.
After the conference, UVSA becomes focused solely on collegiate VSAs.

2006–2007
|
Huy Ngọc Trần resigns from
the interim President title, and Huy Dương is appointed to the position. His
administration focused on laying the legal foundations of the organization
and sought to create the Intercollegiate Council (ICC). The first ICC
consisted of five schools[2],
but was largely nonfunctional due to the resignation of two ICC
representatives. The administration
organized the first UVSA Summit at UC Berkeley, and it is there that the
Constitution is redrafted, the second Intercollegiate Council is formed with
7 schools[3], and
the first constituent-driven Roadmap (agenda) is created.

2007–2008
|
Following the Summit, Huy Dương
resigns as interim President. The remaining officers decide to operate as an
Executive Committee without a President or Chair. Adhering to the Roadmap,
UVSA organizes the Olympics, the UVSA formation at the Vietnamese Spring
Festival & Parade, a camping trip, as well as supporting individual VSA
events by regionalizing the marketing of the events. The ICC has taken
stances on the Paracel &
Spratly Island
issues, and supported the postponed execution of the Vietnamese Deportation
issue by ICE. The Constitution will have been ratified by mid-2008 during the
first formal Elections of the Executive Board.[4]

2008–2010
|
Constitution was finally ratified September 28, 2008 at the meeting of the Third Intercollegiate Council. The Second UVSA Summit is hosted at UC Davis. CSUEB and SFSU VSAs become inactive, prompting VSA sustainability concerns. Bảo Thiên
Ngô becomes Arts Commissioner Chair, the first permanent staff member.
