Huy Ngọc Trần resigns from the interim President title, and Huy Dương is appointed to the position. His administration focused on laying the legal foundations of the organization and sought to create the Intercollegiate Council (ICC). The first ICC consisted of five schools[2], but was largely nonfunctional due to the resignation of two ICC representatives. The administration organized the first UVSA Summit at UC Berkeley, and it is there that the Constitution is redrafted, the second Intercollegiate Council is formed with 7 schools[3], and the first constituent-driven Roadmap (agenda) is created.

The ICC has taken stances on the Paracel & Spratly Island issues, and supported the postponed execution of the Vietnamese Deportation issue by ICE. The Constitution will have been ratified by mid-2008 during the first formal Elections of the Executive Board.[4]
