2009-12-07

Working Document #2, the draft document of the Westmoreland County Comprehensive Plan (Vision 2030) was released to the Westmoreland County Planning Commission today. A schedule to review this draft will be announced in early January 2010.

Participants started and completed their review of the "Transportation" section of Working Document #1.

This concluded the review of
Working Document #1.

What Comes Next: The Northern Neck Planning District Commission will draft a Comprehensive Plan document based on the recommendations that came out of the various meetings that reviewed the four sections of Working Document #1.

That draft of the Comprehensive Plan will be denominated Working Document #2, which will be made available to the public for review and comments in the fall of 2009

The next meeting, following an official public notice, will be used to review the "Transportation" section

Public meeting of the Westmoreland County Planning Commission.
Because of scheduling conflicts, the location of the meeting had to be moved to the Westmoreland County Administration building, General District Court Room.

Participants started their review of the "Natural Resources" section of Working Document #1.

Time having run out, participants agreed to extend the meeting to continue reviewing this section on July 30, 2009, at 3:00 p.m., same location.

Participants continued their review of the "County & Economy" section of Working Document #1.

Time having run out, participants decided to extend the meeting one more time to finish reviewing this section. The meeting will continue on May 14, 2009, at 3:00 p.m., same location.

2009-04-30

Public meeting of the Westmoreland County Planning Commission at the Bank of Lancaster's meeting room, in Montross, to go over the first section, titled "County & Economy," in Working Document #1.

Mr. Gary Hutt gave a presentation based on his proposal to make the Northern Neck "the Central Park of the mid Atlantic region." A discussion of the proposal followed, including the fact that some of the ideas in it relate to what is already in the Comprehensive Economic Development Strategy (CEDS) of the Northern Neck region.

Time having run out, the meeting will continue on Thursday, May 7, 2009, at 3:00 p.m., same location.

PUBLIC NOTICE

The Westmoreland County Planning Commission will hold a PUBLIC WORKING GROUP FOR THE COMPREHENSIVE PLAN beginning at 3:00 p.m. on Thursday, April 30, 2009, in the conference room of  the Bank of Lancaster in Montross.

The purpose will be to discuss section #1 ["County & Economy" section of Working Document #1] of the Comprehensive Plan. All are invited to attend and talk about this topic with the Planning Commission. For a copy of the draft concept or further information about the concept, contact Jerry Davis at the PDC in Warsaw at 333-1900 or the Land Use Office in the George English Building at 804-493-0120

2009-04-06

Public meeting of the Westmoreland County Planning Commission to present Working Document #1, a compilation of suggested Comprehensive Plan goals and actions based on:

  1. Open comments provided via the 2008-2009 citizens’ survey, 
  2. Comments provided at public meetings, and
  3. The goals and strategies listed by the County’s 1999 Comprehensive Plan

NOTE: The County's Planning Commission made it clear that this document is a DRAFT, meant to be improved and prioritized by additional input from the County’s Planning Commission and the public.

There will be a public working session scheduled for the end of April (exact date and time to be announced soon) in order to discuss, line by line, the first section---called "County & Economy"---of the four sections that form part of this Working Document #1. During the discussions, the numerical responses from the citizens' survey (i.e. percentages of support or non-support for any given activity/direction) will be taken into account.

The average age of survey respondents was corrected from the number given at the 2/2/2009 Planning Commission meeting. The correct average age is 60 years old. This chart represents the age distribution of all survey respondents.


2009-02-02

Meeting with the Westmoreland County Planning Commission to present the results of the survey to the public.

Although the results are now posted, the Planning Commission decided to keep the survey form available online---and will consider the input of any new survey that comes in for inclusion in the draft of the Comprehensive Plan now being prepared.

Once a draft of the revised Plan is available, the Planning Commission will establish committees to review separate sections of the Plan and comment on them.

Presentation by Jerry W. Davis, Executive Director of the Northern Neck Planning District Commission (NNPDC).

Summary of Public Comments:

1) The revised Plan needs to have measurable goals.
2) The Plan's strategies need to match the goals.
3) A water-supply program should be part of the Plan.
4) Throughout the draft stages of revising the Plan, provide the public with copies of the charts, statistics, and documents for review.
5) An agricultural district needs to be clearly established to protect farmers and their land from developers.

Presentation by Jerry W. Davis, Executive Director of the Northern Neck Planning District Commission (NNPDC).

Summary of Public Comments:

Proposal to insert a copy of the survey in "Westmoreland News" in order to get more citizen participation. Also, hard copies could be made available at post offices, at a booth at the Fall Festival, churches, on Kinsale Day celebrations, and at fire departments. The County's website should have a link to the Comprehensive Plan's site, as well.

The county needs: 1) manufacturing jobs in order to keep high school graduates in the Northern Neck; 2) water quality protection; 3) ways to help elderly farmers to retire so they are not forced to sell their land to developers; 4) road improvements.

In revising the 2030 Comprehensive Plan, all service departments in the county should have their input. Example: Those who are in charge of recycling, let them add to the Plan from the point of view of the services they provide to the county.

Public meeting at Westmoreland County Courthouse


Jerry W. Davis, Executive Director of the Northern Neck Planning District Commission (NNPDC), discussed the shorter version of the survey (four pages long) requested by the Westmoreland County Planning Commission (WCPC), which approved the survey with one minor change.


WCPC members also finalized the PowerPoint presentation to be used at the three upcoming public meetings for the Comprehensive Plan---announced for the following dates:

Jerry W. Davis, Executive Director of the Northern Neck Planning District Commission (NNPDC), presented to the public and members of the Westmoreland County Planning Commission (WCPC) an overview of the NNPDC's approach to developing a comprehensive plan---including the use of citizens' surveys, public meetings, and production schedule.

Norm Risavi, Westmoreland County Administrator, asked the Northern Neck Planning Commission to assist the County in the revision of its 1999 Comprehensive Plan.
