There have been a number of achievements to support older adults in Austria including the 2004 parliamentary law to ban age discrimination. The National Senior Citizens’ Advisory Council was set up as an umbrella organization consisting of government officials, experts and representatives of pensioners’ organizations. The Federal Act on Accommodation in Residential Homes have been established in 2005 to protect residents of homes for the elderly and persons with disabilities. The focus of the day is to raise the awareness of all members of society, of all ages, not only amongst older persons, around elder abuse.  In South Africa, Action on Elder Abuse SA is the official co-ordinator of the day. The theme of WEAAD is My world, your world, our world, free of elder abuse


Each and every citizen has not only a moral obligation but also, in terms of the new Older Persons Act no. 13 of 2006, a legal obligation to report any known incidences or suspicion of elder abuse. Failure to do so is an offence.

Reports may be made to the Department of Social Development, the SA Police or by making a phone call to AEASA s toll free helpline, HEAL (Halt Elder Abuse Line). HEAL allows callers to remain anonymous if they so wish.

In the Philippines, the Coalition of Services of the Elderly Inc (COSE) have been working with older people in grass root level to protect the rights of seniors and forming a strong older people’s organization. Local governments have responded positively through concrete programs. Currently, COSE is campaigning for the Social Pension Bill, which is cash assistance for the needy older persons in the Philippines.

Report from Israel:

Combating elder abuse and neglect on the national level in Israel:

 

Establishing specialized units within welfare departments in close to 20 local municipalities.  
  • Implementing protocols issued by the General Director, Health Ministry, for identification and reporting of elder abuse and neglect within the health system  
  • The Ministry of Welfare issued special regulations to detect and intervene regarding abuse in residential settings. The Ministry also established a national forum for coordination. 
  • Training programs for professionals, nationally and locally 
  • WEAAD - an annual conference to mark this day

Report from Germany

 

3-year government programme “Secure life in old age” (2008-2011), focusing upon specific problem areas where preventive action is deemed necessary:

 

  • Abuse and neglect of older care recipients in family settings (strengthening the preventive potential of in-home nursing services) 
  • Intimate partner violence in old age (making domestic violence services and other relevant institutions elder-ready) 
  • Property offences specifically targeted at old people (providing information on frauds, scams, financial exploitation of seniors; training bank employees to better detect and handle cases of financial abuse) 
  • Homicide in old age (sensitizing physicians regarding risk of non-detection of non-naturals deaths among very old care dependent people).

Report from Portugal

 
  • The creation of a free counseling service to older adults that are feeling victimized in any way, mistreated and neglected.  
  • A program of training (that goes in English) promoted and planned for all territory to health professionals, physicians, nurses, psychologists, social assistants that are working in unities for continuing care. 
  • The celebration in Portugal of the WEAAD that can be viewed in our web site, that combines  people working in health settings, university settings, political and social settings and media.

Report from Norway:

 
  • Elder protective services are established in 3 communities in Norway.
  • A National helpline for elderly people exposed to violence opened in December 2008. 
  • Abuse of elderly people has been more recognized as a problem. But still we have many steps left to reach solutions on the problem.

Report from Italy

  • Steps has been undertaken to address "Systemic" abuse where older persons can receive timely health and social services. 
     
  • The law n. 6 approved in 2004 established the possibility to nominate a “support tutor” for all persons “who are unable, even temporarily, to take care of themselves”. 
  • After the strong heat wave which hit Italy in the summer 2003, causing the death of several thousands of older Italians, the Italian and regional governments have been developing a series of initiatives to prevent that this phenomenon:
    • the national governments elaborates, updates and disseminates common guidelines on how to prevent negative effects of heat waves at an individual level as well as at a local community level;
    • the local governments are required to collect and update lists of over 65 year old residents at risk
    • Regions and municipalities are in charge of providing appropriate supervision and intervention in order to properly assist the elder population during heat waves. These initiatives concern mainly the information of the population, the activation (or strengthening) of ad hoc call/counselling centres as well as of active monitoring of subjects more at risk, the provision of intensified support in case of health problems, including the home delivery of medicines, shopping etc.

Report from Finland:

 

University of Helsinki/Palmenia Centre for Continuing Education is running a national project for including protection of elderly into the Security Plans of municipalities. Special attention is paid to domestic violence and especially to elderly women because they are more likely to experience domestic violence than elderly men.

 

The campaign team of Finland organises yearly WEEAD-campaign to raise awareness of and to combat elder abuse. This year the team will have a seminar with the theme "Ethics in Elderly Care". 

 

An association of seniors for advocating seniors' interests in Finland was recently established. One of its most important goals at the moment is to set up an appointment for the ombudsman of seniors into the state administration.

SPANISH REPORT (2009)

The Centre Reina Sofia (Valencia, Spain) ([www.centroreinasofia.es] [www.centroreinasofia.es/english/]) works to enhance the visibility of elder mistreatment in Spain. In 2008, the Centre conducted the very first nation-wide research on the ill treatment of elders within the family, whose findings were also published the same year.

 

Since 2004 the Centre, in cooperation with the Spanish Confederation of Associations of Elderly Persons (CEOMA), has been contributing to the programme ‘Desatar al Anciano y al Enfermo de Alzheimer’. This programme promotes the abandonment of belts and other methods of physical constraints in the care of elderly and Alzheimer patients.

 

This year (2009), the Centre is organising the 2nd International Competition on Photography of Violence. In order to contribute to the World Elder Abuse Awareness Day, the theme is violence against elderly persons. 

 

Other initiatives on elder abuse are also taking place in Spain, among which, it is worth noting the one undertaken by FATEC (Federation of Elder Persons Associations in Catalonia) together with the Autonomous Government of Catalonia.

Government of Canada launches Elder Abuse Awareness campaign

OTTAWA, ONTARIO, June 15, 2009— The Honourable Diane Finley, Minister of Human Resources and Skills Development, and the Honourable Marjory LeBreton, Leader of the Government in the Senate and Minister of State (Seniors), today announced the launch of a national awareness campaign on elder abuse, as well as a Federal Elder Abuse Initiative call for proposals. Coinciding with World Elder Abuse Awareness Day, the announcement of these initiatives builds upon the Government of Canada’s work to improve the lives of seniors.

“Seniors from all walks of life are vulnerable to elder abuse, and it’s happening in communities across Canada,” said Minister Finley. “This national advertising campaign and call for proposals highlight our government’s commitment to raising awareness as a means of combating the abuse of older adults.”

According to recent Government of Canada public opinion research on elder abuse, 96 percent of Canadians think most of the abuse experienced by older adults is hidden or goes undetected. It is estimated that between four and 10 percent of seniors – about 345,000 older people – in Canada experience some kind of abuse.

“As a society that honours its seniors, we cannot and must not tolerate elder abuse,” said Minister LeBreton. “That is why our government is collaborating with provinces and territories, professional associations and non-governmental organizations to combat elder abuse and ensure that the quality of life of seniors is not diminished by abuse of any kind.”

The national advertising campaign, entitled Elder Abuse – It’s Time To Face The Reality, focuses on creating awareness of elder abuse and its many forms: physical, financial, psychological and sexual. The campaign includes television, Internet and print advertisements. The campaign will run from June 15, 2009 until early July and again later this year. The call for proposals under the Federal Elder Abuse Initiative will be open from June 15, 2009 to July 24, 2009. The call invites professional associations to apply for funding to adapt, customize and disseminate elder abuse materials for use throughout their organizations. Through the New Horizons for Seniors Program, the call for proposals will fund up to 10 national and Quebec professional associations. The maximum funding is $200,000 per project, over 24 months. Canadian Province supports International Effort to Raise Awareness of Elder Abuse

...The Alberta government is working with the Alberta Elder Abuse Awareness Network to support the fourth annual World Elder Abuse Awareness Day, as part of an international effort to raise awareness and prevent elder abuse across the globe.

“All of us have a role to play in being aware of elder abuse and how to prevent it,” said Mary Anne Jablonski, Minister of Seniors and Community Supports. “By participating in World Elder Abuse Awareness Day, we are bringing attention to this serious issue and helping Albertans, including those who work with seniors, to learn more about it.”

 

The information packages include a service provider screening guide, which will help front-line caregivers and service providers to identify possible cases of elder abuse and assist in situations where elder abuse may be occurring. Report on the Elimination of Elder Abuse Research in Europe

There has been a good co-operation about elimination of elder abuse between the four organizations, Suomen vanhusten turvakotiyhdistys (The Association of Shelter Homes for Older People in Finland), The Association of Swedish-Speaking Pensioners in Finland, The Central Union for the Welfare of the Aged and Helsinki University (Palmenia). Research on elder abuse has increased in Europe. A third of all European investigations focused on health or social, integration/inclusion, one tenth about work or the economic situation, 4% about lobbying, 3% about education and 2% about abuse of all kinds.

A Finnish investigation shows that 7% of the women and 2.5% of the men over 65 years have been abused within their families. In most cases the abuse actor is a family member. In order for us to get a society with less or completely without abuse we need more research and documentation about older and family abuse. In many municipalities older abused persons are placed together with other similar persons in a shelter homes. This is not right, because the older persons have special needs, which are not necessarily fulfilled in homes where there are lots of other customers. It is important that older persons can find some tranquility in a sheltered home and come into balance before returning back to normal life again.

Elder Abuse Intervention in Israel:
Goal: Reducing elder abuse and neglect for elders living in the community.
Development of the model is based on six cornerstones:

·        Establishing a specialized unit within the welfare department at the municipality.

·        Implementing interventions on the individual (casework & group therapy) and community level (raising awareness)

·        Providing Legal counseling and representation for the elderly and for elderly victims of abuse.

·        Establishing Multi-Disciplinary Team

·        Creating partnerships with professionals from associated services in the community

·        Training social workers and other professionals

·        Evaluation (evaluating the extent to which the program has achieved its goals and its contribution to those involved)
 
Outcomes of the Community model for Elder Abuse intervention
A. Social workers estimated that in 67% of the cases there was an improvement in the victim's ability to cope more effectively with the situation (The victim and /or is prepared to receive help, the victim is more assertive). In one-quarter of the cases, the abuse stopped. The study also showed that the greatest improvement was achieved in cases of neglect.

B. At the Welfare Department – awareness to the phenomenon among social workers was raised and as a result, number of identified cases increased. Social workers became more skilled in intervening in elder abuse. 

C. Interviews with professional partners revealed that awareness to elder abuse was raised. They are more equipped and able to detect elder
