Chris Terzich and Brian Isle presented the P2CAT story to a room of 500 at the Governor's Summit on 12 March 2008. The audience was mostly emergency management, first responders, NGOs, law enforcement, state and local officials. The 40 minute presentation covered the need for public/private coordination, an overview and status of P2CAT. In addition, we asked "What are 3 to 5 actions or resources from the private sector that could help you during an emergency?" We gave the audience 5 minutes to discuss at their tables and capture their thoughts on a form. We got apx 30 forms filled out.

We then asked volunteers to share their top thing that would aid them during emergencies. We had a great response and feedback. Brian will summarize the written feedback.

Teri Alberico (US Army Corp of Engineers) and John Cavanaug (Mn/DOT Duluth) both approached Brian with suggestions that we will need procedures at the EOC to define when the needs are met with the volunteer network - or - when they should contract the effort to vendors.

After the presentation, Brian had lunch with Kris Eide. Kris mentioned the Red River floods a few years back where volunteers provided trucking to deliver the sand bags, filled the bags, then reused the filled sand bags at subsequent locations down stream. Volunteers provided the heavy equipment to palletize and load the sand bags and to stack at the next stop. I believe that the P2CAT subcommittee should develop 2 to 4 scenarios that will point out the types of resources and communication that would be involved during an emergency.

The presentation is attached.

Best regards
