- The questioning will be done by a panel of one moderator and two panelists.
- The moderator will have the option to ask questions submitted via the Internet or in writing by members of the audience prior to the debate.
- Each candidate will be allowed a three minute opening statement. The order of opening statements will be determined by a random drawing by candidates prior to the debate.
- Each candidate will have one minute to answer a question as asked. The moderator may opt to ask a follow up question; each candidate will have 30 seconds to respond.
- Each candidate will be allowed a two minute closing statement. The order of closing statements will be the opposite of the opening statements.
- The timekeeper's and moderator's rulings are final.
