MISSION AND VISION

The mission of the Changing the Culture of Risky Drinking Behavior Community Coalition is to reduce the adverse effects of alcohol-related injuries and deaths by 1.) creating a safer environment that supports safer choices* and 2.) reducing underage access to and use of alcohol.

The vision of the Coalition is a community in which alcohol is consumed legally and safely without resulting in injury either to those drinking or those who are not.

Cece Mullenbach, one of our coalition members was recently recognized at the Wisconsin Prevention Conference in June for her work with “The Plunge Event”.  She received the Outstanding Prevention Adult Volunteer Award at the 2009 Wisconsin Prevention Awards. Cece is on the left next to our coalition chair Pat Ruda, Executive Director for Coulee Council on Addictions.  Nice job Cece and thanks to Pat Ruda, Tracy Herlitzke and Catherine Kolkmeier for Cece’s nomination!   

Cece Mullenbach has a passion for the prevention on underage drinking and drunk driving that was fueled by the tragic loss of her daughter Sarah, who was killed by a drunk driver on July 3, 2004. Sarah was only 17.  Cece has persistently taken a leadership role in following legislation and the media regarding alcohol use and preventing underage drinking and drunk driving through many different venues in our community, all on her own personal time outside of a full-time job in healthcare. Cece has been involved and chaired many activities in our County. She and her family have set up the Sarah Mullenbach Foundation, which sponsors an annual mixed golf scramble for youth to raise money for scholarships. They have donated over $34,000 in scholarships. Cece and her family brought the 2006 Miss America to area high schools and a community-wide event in 2007 to address underage drinking and drunk driving, which was Miss America's platform. In 2007, Cece joined a developing Community Coalition dedicated to reducing alcohol-related injuries and deaths in La Crosse County and immediately began recruiting help for a county-wide alcohol awareness event.  In March 2009, Cece's effort became reality as a day-long event for community leaders called "The Plunge," which Cece chaired.  This event was an innovative approach to underage drinking designed to mobilize a community by immersing participants into the depths of the problems, causes and consequences of underage drinking. As a result of this event, the County Sheriff's Department is now encouraging local municipalities to develop Alcohol Compliance and Education programs modeled on the City of La Crosse A.C.E. program.  Cece is also on a statewide panel to change the culture of risky alcohol use in Wisconsin.

 

ACE (Alcohol Compliance Education) Team, La Crosse Police Department

Be sure to thank La Crosse Police Department Officers Alan Iverson (Top) and Bob Wieczorek (Bottom) of the ACE Team(Alcohol Compliance Education)!  They were nominated for an award at the WI Prevention Conference by Tracy Herlitzke, our Underage Access Work Group Chair.  Al and Bob also presented at the WI Prevention Conference to over 80 attendees and it was very well received! During their last round of alcohol compliance checks, only 1 out of 20 locations sold – a 95% SUCCESS rate!  Great job you two and to the department! They offered training on how to conduct alcohol compliance checks for law enforcement on July 29th.

 

Coalition Background

In April 2007, the Medical College of Wisconsin's Healthier Wisconsin Partnership Program awarded a Development Grant to a partnership of the La Crosse Medical Health Science Consortium and MCW's Injury Research Center to develop a strategic plan for reducing and preventing injuries related to alcohol use and abuse among 12-24 year-olds in La Crosse County.

 

Project Partners

Together, these partners formed a Steering Committee to help lead a Community Coalition, which is open to the public and currently consists of community members from all over La Crosse County. The Community Coalition consists of students, nonprofit workers, elected officials, faculty, healthcare workers, and others. 

In August 2008, the Community Coalition completed a five-year Strategic Plan for La Crosse County.  This plan is now being implmented by two workgroups focusing on two key components of the risky drinking culture: Underage Drinking, and Harm Reduction.  Both groups are open to the public; see the meeting schedule at right.

Outcomes of the Development Project

  • A Burden of Alcohol-Related Injury Report, which calculates the economic impact on the community for law enforcement, medical, rehabilitation, and lost work costs of alcohol-related injury.
  • An Asset Inventory Report, which lists prevention programs, educational tools, medical departments, intervention services, rehabilitation programs, and other assets in the community that help offset or prevent the effects of alcohol-related injury.
  • An Evidence-Based Strategic Plan, which will use the above reports to create a three-year plan for preventing and reducing alcohol-related injuries among 12-24 year-olds in La Crosse County.

Now that these documents are completed, the partnership is pursuing other funding to implement the plan and continue the work already begun in the community. Our hope is that this work will serve as a replicable model for other communities in Wisconsin and throughout the U.S.
