Generally speaking, who ever created an image, such as a digital photograph, owns that image.  It is their intellectual property.  And, again generally speaking, you do not have the legal right to use that image however you wish unless that image's owner has granted you permission.

Licensing is a way for an owner to define how others may use his image, his intellectual property.

Creative Commons is an organisation that has created several different licenses that people may apply to their intellectual property to define, in advance, how others are allowed to use that property.  For example, whether it would be okay to post that image on a blog.

When you need to find an image, searching for images licensed using a Creative Commons license is an easy to limit your image search to those images that you would be legally allowed to use.

Please note... a common requirement is that you attribute the image you're using so that people would be able to easily determine who was the creator of that image.
