http://code.google.com/p/biodiversityatlas/ will hold the web application source code.

Expected project makeup:

Java (Spring, Maven, Hibernate) service layer backed by PostGIS datastore
User Interface is Flex
Geoserver will serve as the OGC (WMS, WFS) compliant mapping server
