GEF Site Visit in Bataan

Governor Enrique T. Garcia was generally pleased to greet Mr. Ivan Zavadsky, Senior Water Resources Management Specialist of the Global Environment Facility (GEF) when the latter paid him a courtesy call on 19 June 2008 during his visit here in the Province of Bataan.

 

The GEF is a funding mechanism that allocates financial assistance to the Partnerships for Environmental Management for the Seas of East Asia or PEMSEA for the past ten (10) years. PEMSEA is the technical partner of the Bataan Integrated Coastal Management Program (BICMP).

 

Mr. Zavadsky expressed keen interest to visit Bataan to learn and appreciate the on-the-ground experiences of the province in implementing the integrated coastal management (ICM) program.

 

Engr. Alexander Baluyot, Officer-in-Charge of the Project Management Office, the working arm of Bataan ICM program, gave a presentation on some highlights of our accomplishments, as well as, our on-going and future projects.

 

Gov. Garcia shared his plan on purchasing a helicopter that will help curb illegal fishing and illegal logging. Mr. Zavadsky commended the governor’s initiative, saying that his leadership is what GEF is looking for to sustain the various efforts of our stakeholders in environmental protection, preservation and management. Mr. Zavadsky added that he is very happy and impressed with how much BICMP has accomplished considering that Bataan is a PEMSEA parallel site and not a demonstration site.

 

A PEMSEA parallel site implements the ICM based on a public-private partnership. The financial aspect is provided through a 50-50 sharing from the private sector and the public sector to fund ICM projects. While a demonstration site gets its funding from the GEF through PEMSEA, like the Manila Bay Environmental Management Project and the Batangas ICM project.

 


IIMS Training/ Workshop

             The Bataan Provincial Government in cooperation with the  Bataan Coastal Care Foundation and the UNOPS/ PEMSEA Resource Facility, implementing the Bataan Integrated Coastal Management Program (BICMP), conducted a three-day training/ workshop on integrated information management system or IIMS on 16-18 June 2008 in Balanga City.

             The IIMS for Coastal and River Basin Management is a desktop database application, which manages a relational database of environmental data. It will provide timely data recording and updating of information for management and technological intervention, and to facilitate date sharing via the internet. The software also enables storage, display, query and report generation of environmental data and is capable of viewing and producing graphical presentation.

 
            Participants of the workshop include the staff of the Project Management Office (PMO), representatives from the PPDO, PG-ENRO, OPA, PENRO-DENR and MISO.

 
            The computer unit is housed in the PMO and supported by the server from MISO. The IIMS will be linked with geographical information system (GIS) and will also be web-based.

 
            Data collection is the most tedious part of creating an IIMS database because of its accuracy, accessibility, and availability. One must consider the quality, reliability and timeliness of data.


We are targeting the end of October 2008 for the completion and operation of IIMS in the province. Updating and maintenance of the system will be done by the PMO and MISO.

The East Asian Seas Congress 2009

The East Asian Seas (EAS) Congress is a pioneering region-wide platform for capacity  building, strategic action and cooperation for the sustainable development of the Seas of East Asia. It has been described as an intellectual marketplace whereby policymakers, senior government officials, scientists and technical experts, the academe, private sectors, local communities, nongovernmental entities, the youth and other stakeholders from local, national, regional and international levels come together to share knowledge/experiences and engage in dynamic discussions regarding trends, issues and concerns related to coastal and ocean governance, locally, regionally and globally.

The EAS Congress 2009 will be a venue for reviewing and sharing on-the-ground experiences in integrated management of coastal and marine resources.Carrying the theme, "Partnership at Work: Local Implementation and Good Practices," the EAS Congress 2009 will highlight initiatives and good practices covering key aspects of coastal and marine resource management and how interregional, interagency and multisectoral partnerships are contributing to regional and international environment targets. The EAS Congress 2009 will review progress with respect to the implementation of Sustainable Development Strategy for the SEAS of EAST Asia (SDS-SEA), assessing the achievements and challenges that remain, and mapping out future actions to ensure the steady advancement towards the sustainability of the seas of East Asia.

The EAS Congress 2009 will be hosted by the Government of the Philippines. It is being organized by the partnerships in Environmental Management for the Seas of East Asia (PEMSEA) together with the Department of Environment of Natural Resources (DENR) of the Philippines and supported by the Global Environment Facility, United Nations Development Programme, United Nations Office for Project Services and Coastal Management Center. Various partner organizations are being invited to co-convene Congress workshops, seminars and events.
