| A. Describe and, if possible, name the informing political philosophy of this Utopia (for example, Democracy, Monarchy, etc.) This society is a Domeacracy (dome-ac-racy). It consists of 68 committees. 67 are in one of the 67 domes. These committees consist of 60 volunteers and 2 elected officials. The community makes decisions on the local level for their dome. They plan local events and arrange punishment for criminals on the local level. The last committee is located in there own building away from all the other domes. This building is where the national issues take place. It is where the leader lives and works. This is where all the national decisions are made. Any new law must be approved through the national committee. C. Describe the level of participation (do you do them) and how they are accomplished for the following governmental activities:
i. Choosing/removing leaders
Every year people vote, and every 4 years people elect a new leader. This is very similar to our elections in the United States. People go to a voting station near them and vote. If a leader is voted into office and does a horrible job than a vote can be held to remove that leader. There must be a 60% vote for the removal of the leader in order to remove him/her from office. However because of the numerous number of tests a leader must under-go before an election only once has an election to remove a leader been held, and in that case the leader wasn't removed. ii. Creating/changing laws
If a citizen would like to add/change a law then they must first get 100 signatures that approve the change/new law. Then they must bring the change/law before their community and 80% of the community must approve the change/law in order for it to be sent to the national community. if the change/law is sent to the national community then a phase 2 law making group must determine if the change is a class 1 or 2 law. If it is a class 1 then the law is sent to phase 2 and 3 law making communites must approve the law. If the law is approved by all 3 communites then the law is sent back to phase 1 who rates the law into one of three groups, national, local, or sub local. This determines what group of citizens must vote in order to approve the law. To approve the law more citizens must be for the law than against. After this the law goes to the leader of Arcatia who signs the bill and approves the law. The leader can not veto the law. They must sign the bill. If the law is a class 2 then it goes through the some process except phase 3. D. What are the “checks” on governmental power, if any?
In order for a leader to make a decision it must be aprroved by the phase 1, 2 and sometimes 3 committees. Leaders can not be a leader more than once and they can be voted out of office. If a leader attempts to take control of the country the military is to get them out of office immediately. Voting to remove leaders can happen and at this time a bill is being looked at that would allow a vote half way though a leaders term to see if they should continue or not. A leader can not veto a law.
E. How does this government support or suppress the expression of individual ideas? I mentioned above how we deal with new law and most individual laws are dealt with in the same way. The idea must pass phase 1, 2, and sometimes 3. If an idea is being practiced that has not been approved the violators are fined $70. If this continues the punishment gets worse. Any idea that has been passed must be supported by the government unless it threatens the utopia. F. What are the methods and means of law enforcement and military operations (both peace keeping and war making):
1. At the local level? Each dome has its own guard which consists of mostly volunteers and a few paid leaders. This group are like police officers who enforce the laws. 2. At the international/national level? This is very similar to the local level except all the members are paid. The members at this level are like police officers. They only enforce laws, and protect the public from murderers, robbers, etc. 3. At the universal (or global) level?
Arcatia has 4 military branches. The guard, the space force, the sea and sky army, and the ground troops. They are very much like the United States except that they are equipped to fight wars across the stars. G. What type, if any, of diplomacy (working with other countries without violence) will this Utopia use?
Arcatia is located in the Cairns (cans) universe. This universe has a society called the United Planets which is the same as the United Nations except rather than a bunch of united nations it consists of a bunch of united planets. The United Planets was started to keep peace among the planets. If an issue occurs, the leaders of the 2 planets must come together and write a peace treaty before they can leave the UP's headquarters which is located on Venus. Unlike the United Nations the United Planet's military can intervene in wars even if they are not being attacked. H. What type, if any, currency will this Utopia use?
Arcatia uses a money-less economy. Basically if you have a job you get a card which says you have a job. If you present this card when you buy something you get the item free. But, there is a catch. Everything you buy has rating (jewels) You have 6700 jewels and every time you buy something the number of jewels that item costs is subtracted from your total. If you sell an item then you get it's price in jewels back. Each year every person gets 20 jewels for doing a good job over the past year. There are quite a few more rules that limit people from taking advantage of the system but I won't go into those. 7 Commandments
