Citizens can only enter arcatia through birth. However, citizens of other planets can come to Arcatia for work or to visit friends. In order to enter they must present a government issued agreement which states that they will enter and leave only on the dates mentioned in the agreement. Outside travelers can not stay longer than 1 month without a class 2 agreement form (which is very hard to get).  Citizens of Arcatia speak a modified version of the English language.

C. What are the specific skills, if any, possessed by the first generation of
citizens in this Utopia?

 The first generation of utopians were some of the best scholars, but they were also strong men and women who were able to build a city starting with close to nothing.

D. How does your Utopia deal with the concept of race, especially in its incecption (beginning)? Does it have only one race? Does it allow mixed race bonds to be form

 

Race is a huge issue considering that people are divided up by there likes and interests. However the government has dealt with this by using a moneyless economy (see government). The government also encourages people to make friends with members of other towns/domes. If any person or group is caught publicly trying to make one race feel more inferior than another that person or group is put in jail for no more than 20 years, must contribute no less than 150 volunteer hours to the group that was put down, and must attend a year long course on anti racial behaviors. Even if racism is not seen publicly it can still be punishable depending upon the circumsatnces.
