It was a mix of both; at one time a utopia and a dystopia at another.

I think the utopia in my book could break down because it was kind of predicted by some of the people who used to live in the utopia and that in it's self is a bad sign. I think it was an utopia because the goverment did actually try to keep the people happy and in order and thats the means of an utopia.
